What it is, however, is a new Multi-HTTP request, MIME-attachment style system for putting binary INTO XML. It is a replacement for the Base64 ecoded stuff that many people use to pass binary data around inside XML, and since there is no codec step involved, signifigantly friendlier to CPU's and wires.
